how to mount a westin safari light bar through bumper of a 98 dakota

i have a 98 dodge dakota and i have a westin safari light bar. i have seen a few trucks like mine with the bar mounted through the front bumper instead of under it like its supposed to be. if anyone out there has done this to their truck, i'd greatly appreciate it if i could get some advice as to how it is done.
